Return the radius of a given cylinder.

INPUT :

    ICYL : number of the cylinder.
    TYP  : Type of the detector ('TRACKING' or 'CALORIMETER')

    From /ZTBAR/ RAD, radius of detectors;
    From /ZTBAC/ RADC, radius of calorimeters;
    From /ZTGPT/ ROFF, cylinder offset;
